Interesting that today I got a hit from a person that got a 10 note from a bank! I did not think they would allow them to circulate. Apparently they do not always get rid of what they call 'mutilated' banknotes.

I guess it must depend on who's working

Only the Bank of Canada has the power to destroy what the feel is a mutilated banknote.
Bank tellers will tell you that they send them to be destroyed but only the Bank of Canada makes that determination to destroy or keep in circulation .
