City Hit List 2011-01-01

As there are fewer position changes than there used to be, I'll just do this once or twice a year now.

2010 ends with positions unchanged from July 1. This includes the 12th place tie between Red Deer and Toronto! Calgary continues to outperform Saskatoon, and most BC cities had a very good second half. Montreal did not crack the Top 20 as I expected, but at currents hit rates, will do it before the next report.
