Is it ok to enter a bills number if it is not marked with the stamp? If I get a bill and it is not in the system and I enter it but do not mark it with the web addy is that ok and do others do it and does it count for hits, etc.?

It is ok. but it is difficult to get a hit from such bills
they are called stealth hits if they are ever hit.

Absolutely. That's the whole idea of increasing the database. But it is highly recommended that you at least write the URL on it if you do not have a stamp. As LC said, stealth hits are possible, but very rare, except in the Saskatoon area.
