On our website, we have the above link, and have an answer, including a reply from the Bank of Canada addressed to Bishop, way back in September of 2002.

Any chance the Administrators can get an updated letter with an updated date to post. Who definitely help bring everyone (some bank tellers) up to date.

you don't need a note. check the legislation (as I have) there is NOTHING in law that states that what most people do here contravenes any law. it is illegal to profit from marking a note in any way (adding a "0" to a "10" as a ridiculous example) or putting advertising on a banknote (for example, "Shop at MF's Landscaping"). Worthy of note is that it expressly prohibited to deface a COIN – not a banknote.

For fun, print out "The Currency Act", the "Bank of Canada Act" or "Section 456 of the Criminal Code of Canada" and the next time someone tries to give you static, slap them down in front of them and ask them to point out exactly where it says what you are doing is illegal. It's worth it, I assure you!

At any rate, I suspect that it will be difficult to ever get anyone at the BoC to ever put their name to anything official as we saw before – not in this day of governmental paranoia.

The best defense in this case is to be INFORMED. It is all there for anyone's consumption and works a heck of a lot better than "I saw a letter from someone at the Bank of Canada…". Try it!
