Actually, I don't think a person can get it from entering notes though I think it helps. My interpretation was that was a person who collects money ie old banknotes or with knowledge of bills could do it. Such as people that would have knowledge of which prefix's just came out could be one

I would also guess that if a person could bring certain skills could be one too. An example would be someone with knowledge of website programming could be a site assistant too?

DR appointed 3 site assisstants a number of years ago. They are Pooga, Rudyk, and Gouche92, But they are only able to do maintenance and what BC was refering to was that one of them should be promoted…
