Sometimes there is simply no reasonable explanation why people do things. You are quite right in asking why they would hang onto the bill for so long……..
I have yet to see a WW bill…
Maybe they were in Virginia for 6 months and tucked away their Canadian money until getting back here, forgetting about or not noticing the stamped bill until now?
That sounds plausible. If they were in Virginia, I don't think they could enter the money, even if they were aware of the stamp.
They could have if they had access to the internet. They would log on and enter it as if they were at their home location or something like that….
You can enter bills from out of country. Just go to this website, and enter as usuall.
