24 hour waiting period

I've got a restriction on how many bills I can enter in a day. Does that mean I have to wait a full 24 hours before I can add more bills, or does the new day begin at midnight? If the latter is the case, is it midnight Alberta time or my time (Pacific)?

Its mountain time.. Email Dr to gain his trust in order to enter hundreds of bills in a day if you like..
