It would have to be on an individual basis, otherwise the folks on either side of the country would have an unfair advantage, at least on the first hit.

For example, your hit is 551 km from the next nearest hit, one of User1's hits in Iqualit. But then User2 gets a hit just down the road 5 km in Moose Lips, you're no longer the most remote. I suspect that the distance for most remote will not be very great.
