As dr started the sit I would guess that he entered the first note on Aug 20 1999. ID29… My guess is the note you have found was backdated..But I could be wrong..

In fact if you do a note search, you will find that even though the above note says it was entered on 20 august, you will see that it was entered on 28 august…And it was the first note entered…

BDK is correct; I was the first to officially enter a note in the live, production system. The bill initially asked about was indeed backdated. In the very first version of the site, you could backdate as far back as you wanted. It wasn't until a later version that backdating was limited to 1 week.
