Say I enter a bill into the high low system. Its not AAA0000000 or AAA9999999, but say AAA4296391. If someone else enters another bill thats higher/lower than that, does this bill get deleted off the system as a high/low bill?

Any bills entered into the database will always remain in the database. The high/low stuff is really nothing more than a fancy search which queries the database for the highs and lows.
