The percentage of hits is very low. I went through the process of tracking a not and I think that if we were to change 'Add Note' to 'Track Note' and do the same on the second screen and finally change the last screen to display 'Track Bill' instead of 'Add New Bill' would increase the number of hits. I think that many people try it and do not get to the end because they are not sure what to do. This is not a criticism, just an opinion. It is intuitive but not enough to guide a person that does not know much about these programs and is not used to the net. People get very suspicious if things do not sound as they expect them to. They are not entering a new bill, they are just tracking. Add implies that you are entering some data for someone and that is a no no for many people.
