entering bills

I got my first bill to-day that had been stamped "track this bill at…". Are all bills stamped or are some hand-written? Are bills with no marking eligible for entry in the database?

Bills may be marked how you like. If you are the first to enter it you would be the one to mark it. You can use a pen a stamp or whaever you wish.

You can also enter a unmarked bill & leave it unmarked.
They are called STEALTHS.
