From what I understand, it IS allowed, to a point.

However, that being said, it may have been the content of the linked site that was questionable. That would be the decision of the webmaster.

makes sense to me! he does not have those annoying pop up ads that he would get paid for so he would not want free ones either! I did not put mine on. I dont advertise it a lot anyhow. no time to look after it.
