With a listed total of $3,999,885, it would appear safe to say that $4 million is passed. This means that Sarge won, choosing the 16th of July.

I may have also entered the 4 millionth $. I had entered about $200, and about ten minutes later noticed the total was $4,000,485.

Well since the total updates every non and then, you just never know… anyway, the bill entered that took us to the $4 million mark was entered by KitKat, who also entered the bills rigth before and right after that as well.
