I am confused as to why I'm not getting a promotion from User to Regular User. I've been reading newsletters, sent messages in forums, and also regularly enter bills everyday, even hitting the limit about once a week.
I would guess that promotions may be based off of the number of hits I have. If that is the case, I would suggest that criteria to be unfair as that would mean promotions are solely based off of luck.

The criteria for the promotions are somewhat unknown, but participation is one of the main ones.
It has helped other people to post in the forms and enter contests, as well as being regular in all aspects of the site.
When it does happen, it is usually once a month.
As for why the site doesn't update user levels regularly, it is a mystery to me too.
dr is the only one who knows, but I believe that there is a glitch in the timing. The only luck involved is that the site keeps running on 25 year old programming!
