I am confused as to why I'm not getting a promotion from User to Regular User. I've been reading newsletters, sent messages in forums, and also regularly enter bills everyday, even hitting the limit about once a week.

I would guess that promotions may be based off of the number of hits I have. If that is the case, I would suggest that criteria to be unfair as that would mean promotions are solely based off of luck.
