No where on this site does it tell you when and how promotions at the top end are granted. It may not be to your liking but it is what it is. Pooga and BDK were both on the site years before me yet I was promoted years before them. Maybe there is a limit to how many may share the top rank. Not all soldiers can be officers (who would do the work). Be happy where you are the site is up and running and all in great in Tracker town. Ask in old timers how the site use to be when it had constant upgrades. It does not crash and cause problems so as I said if it isn't broke do not try and fix it.
