The date itself was chosen to coincide with Roman celebrations held at winter solstice.
'Shepherds watch their flock by night" is most commonly done during lambing season. In addition, rabbinical laws forbade sheep near Bethlehem before February. So the most likely day was somewhere between mid-March and mid-April.
Not that it really matters. It's been December 25 for about 1700 years now!
