It does seem odd that you can't hit a bill twice but this is to stop some poeple who would hit a bill more than once or maybe even twice just to raise their ststs..At least when we try tp enter it the second time, we can see when we had it last. I know that is what I do when I get a bill the second time or get one of my own bills back..
