Currently the time that the site uses is Mountain Time. So when you go to the 'add bill' screen, the default time that comes up is Mountain Time. I am hoping to wirte the code to handle timezones soon. I doubt it will show up for the next version (1.3.0), but will instead likely show up in the next major release (1.4.0) sometime in August. I'll keep ya posted.
